New: Health status for Bank Connections

When you connect a bank account, it will show "Initializing account...". This means we're getting things set up in the background (fetching initial set of transactions). Once those are good, you'll see a Healthy status.

Fix: Scrolling glitch in Budget tab

A bug was introduced in a recent version that causes the Budget tab to bounce back up to the top when you scroll all the way to the bottom. This is fixed in this version.
